Cwm Taf Morgannwg PSB Joint Overview and Scrutiny Committee Vacancy

Advert for an Independent Co-opted Member to join the Cwm Taf Morgannwg Public Service Board Joint Overview and Scrutiny Committee.

The Cwm Taf Morgannwg Public Service Board Joint Overview and Scrutiny Committee is looking for a committed and enthusiastic resident of the Bridgend County Borough Council local authority area, to join the Committee as a publicly appointed independent co-opted Member from August 2023 until May 2027.

A newly merged Cwm Taf Morgannwg Public Service Board (PSB) has replaced the former 3 separate Public Service Boards for Bridgend, Rhondda Cynon Taf and Merthyr County Borough Councils.  The Well-being of Future Generations (Wales) Act places well-being duties on specified public bodies including local authorities, local health boards, fire and rescue services and Natural Resources Wales to act together via Public Service Boards PSBs, which are required to:

  • assess the state of economic, social, environmental and cultural well-being in their areas (the Well-being Assessment)
  • use that assessment to set local well-being objectives (the Well-being Plan)
  • act together to meet those objectives


The Joint Overview and Scrutiny Committee (the Committee) will scrutinise the new PSB up to 4 times a year and with particular focus as a statutory consultee for the Well-being Assessment, Well-being Plan and the Annual Wellbeing Report.

The Committee will comprise FIVE Elected Members and ONE Citizen representative from each of the three local authorities in its area (Bridgend, Merthyr and Rhondda Cynon Taf County Borough Councils), as well as co-opted non-executive members from other statutory partner organisations e.g. Cwm Taf Morgannwg University Health Board, South Wales Fire and Rescue Service and Natural Resources Wales.  It is anticipated that the Committee will meet hybrid in a central location / remotely via Zoom and all Members will receive training following appointment.

There is no salary for the role, however reasonable expenses can be covered.
